Rules, risk and compliance
The Digital Services Act (DSA, Regulation (EU) 2022/2065) is the European Union regulation that aims at a safer online space: it harmonises the rules on content moderation, on the transparency of online advertising and on tackling disinformation and illegal content.
It entered into force in November 2022; since August 2023 it has applied to very large online platforms and search engines, those with more than 45 million monthly users in the Union, and since 17 February 2024 to all intermediary services. Platforms must let users report illegal content and give reasons for removals, say why an ad is shown and who paid for it, explain how their recommender systems work and offer at least one not based on profiling; profiled advertising aimed at minors or based on sensitive data is banned. Together with the Digital Markets Act it forms the package through which Europe chose to regulate the large platforms.
